Regular City Council Meeting <br />Monday, June 18, 2007 <br />Page 20 <br />Councilmember Ihlan opined that this project should be required to <br />provide an environmental review to determine its impact to surround- <br />ing properties, and should be done prior to City Council approval; in <br />addition to addressing height restrictions in the shoreland ordinance, <br />and determining whether wetland setbacks are being met. <br />Mr. Paschke advised that staff would verify those issues as part of the <br />process between preliminary and final plat approvals. <br />Councilmember Roe sought, and staff provided clarification, regard- <br />ing the park access road and lack of feasibility for town homes in the <br />original plan with inclusion of the road, based on parking, dedicated <br />rights-of--way, and traffic conflicts of residents and vehicles in the <br />parking lot, based on the experience of the developer from their other <br />senior housing developments. <br />Applicant, Alex Hall and Brian Carey, United Properties with <br />ownership interest in 3010 Cleveland Avenue <br />Mr. Hall thanked staff for their presentation and introduced Mary Bu- <br />jold, President of Maxfield Research, a residential real estate consult- <br />ant, who provided a short presentation on senior housing needs in the <br />metropolitan area. <br />Mary Bujold, Maxfield Research <br />Ms. Bujold provided an overview of the Twin Cities housing market <br />to answer specific questions related to types of senior housing; the <br />wide variety of different product types for this specific market seg- <br />ment; different service levels in Roseville housing needs; and demo- <br />graphic data to support growing senior population trends. <br />Ms. Bujold noted that there were many housing requests going outside <br />the metropolitan area due to lack of land availability; and noted the <br />high occupancy rates and high traffic generated at current senior hous- <br />ing developments in Roseville; lifecycle housing trends; and benefits <br />to the community with increased age diversity, retention of estab- <br />lished residents, and increased tax base through lifecycle housing <br />trends. <br />
