Regular City Council Meeting <br />Monday, June 18, 2007 <br />Page 38 <br />Discussion included City Code provision for accessory uses based on <br />gross floor space; pet drop-off concerns and internal site traffic and <br />safety issues; and policies and practices of PetSmart facilities. <br />Mr. Jones suggested that, in light of the late hour, City Council ap- <br />prove the CUP, excluding the boarding language and approving the <br />rest of the language for a pet store; allowing him time to meet his <br />timelines, and address the kennel issues in the future. <br />Mr. Stark was receptive to the applicant's suggestion, and strongly re- <br />commended such exclusionary approval. <br />Roe moved, Pust seconded, adoption of Resolution No, 10517entitled, <br />"A Resolution Approving a Conditional Use Permit in Accordance <br />with Roseville City Code, Sections 1005.015 and 1013.01, for Rose- <br />dale Commons LP and PetSmart, 2480 Fairview Avenue (PF07- <br />026);" as amended to exclude "[boarding, pet day care]," from Condi- <br />tion number one of the resolution, page two. <br />Roll Call <br />Ayes: Kough; Pust; Ihlan; Roe and Klausing. <br />Nays: None. <br />i. Conditional Use Permit -Consider an Interim Use Permit for <br />Robert , 280 Minnesota Avenue (PF07-024) <br />Associate Planner Bryan Lloyd briefly reviewed the request of Mr. <br />DeLeo requesting an Interim Use Permit (IUP) to create temporary <br />living quarters on the property until occupancy of a new home is per- <br />mitted. Mr. Lloyd noted that Mr. DeLeo owned the property at 280 <br />Minnesota Avenue, and had razed the former accessory structure and <br />replaced it with a new detached garage, with plans to build a -new <br />home in the same general location as the former residence. <br />Staff noted previous approval for Mr. Alexander, 920 Parker Avenue, <br />with staff reconsidering support of such temporary living quarters <br />based on numerous considerations. <br />
