~i ®uucll Study Sessi®n <br />11~~nday, July 16, 2Q07 <br />Page 15 <br />be made at tonight's meeting, simply a presentation by staff and dis- <br />cussion for possible future action. <br />Public Works Director Duane Schwartz and City Engineer Debra <br />Bloom provided their detailed recommendation, as outlined in the <br />staff report dated July 16, 2007, for stormwater improvements in this <br />area. <br />Staff's noted that the vacant lot was owned by the George Reding es- <br />tate; and their recommendation was to proceed with their alternatives <br />2 and 4 to consider negotiating purchasing the vacant lot identified as <br />806 Brenner; regarding the lot to connect the vacant lot to manhole <br />#105; disconnection of catch basins # 1, 2 and 3 from Charlie Pond <br />piping and connect it to Lake Owasso piping; reconnecting the catch <br />basin/manhole north for high overflow; and making improvements to <br />the Avon low point. Staff advised that this project could be incorpo- <br />rated with several other small projects to obtain better bids, with a <br />feasibility report brought back to the City Council for approval and <br />authorization prior to going to bid. <br />Staff noted that the construction was not dependent on purchase of the <br />lot, but would be an integral part of the solution; and proposed to <br />work with property owners on potential purchase; however, staff <br />noted that they were unaware of the interest or willingness by the <br />owners to sell the parcel. <br />Discussion included timing of property purchase negotiations and <br />construction timetables; impacts of water flow into Lake Owasso <br />rather than Charlie Pond and water quality goals; soil type considera- <br />tions (clay versus sand); sizing of pipes and incremental cost impacts; <br />Current pipe locations and sizes; industry-wide determinations for <br />stormwater event calculations and probabilities; cost benefits; and es- <br />timated costs. <br />Ms. Bloom advised that, with Council direction, it was staff's intent to <br />put a prof ect together for Council approval at an estimated cost of <br />$..102,000 yet this fall. <br />
