City Council Study Session <br />l~Ionday, July 16, 20Q7 <br />Page 16 <br />Additional discussion included tree preservation; maximizing the lot <br />(if purchased) while minimizing the impacts; past development of <br />single lots and potential development of additional lots in the <br />neighborhood and varying impacts to the drainage concerns, and ad- <br />vantages of attempted solutions at this time; city ownership versus <br />private ownership of the lot; liability concerns with existing stormwa- <br />ter capacity; and funding through the City's Stortnwater Management <br />Fund. <br />Ms. Bloom advised that staff had met with neighbors in March and <br />presented information, responded to their questions, and had incorpo- <br />rated their comments in the proposed recommendation. Ms. Bloom <br />noted that the neighbor concerns were regarding flooding, and were <br />basically supportive of the proposal, and even individually monitored <br />the low point on Millwood and put out cones to alert area traffic. <br />Staff was directed to move forward with Millwood/Brenner storm <br />sewer improvements (Alternative 2 and 4) as recommended in the <br />staff report dated July 16, 2007, and by assembling them with addi- <br />tional stormwater improvement projects in the City; and come back to <br />the City Council for formal approval for staff to initiate negotiations <br />to purchase the vacant lot at 806 Brenner Avenue, and for approval to <br />bid out the project. <br />f. Discussion -Discuss the Request of northwestern College for an <br />Amended Planned Unit Development <br />City Planner Thomas Paschke provided a brief introduction to North- <br />western College's application for an Amended Planned Unit Devel- <br />opment (PUD) and tonight's initial report, and update of the process <br />begun in March of this year, and presentation of their discretionary <br />Environmental Assessment Worksheet (EAW}. <br />Mr. Paschke advised that the College and staff were continuing to <br />work on the terms and conditions for inclusion in the PUD Agree- <br />ment, including any mitigation measured determined through the En- <br />vironmental Assessment Worksheet. <br />Mr. Paschke introduced College representatives: Jay Lindgren of Dor- <br />sey Whitney, legal counsel on land use applications for Northwestern <br />
