Jay Lindgren Mr. Lindgren reviewed the process to-date and actions taken by the applicant since the Planning Commission Public Hearing and public comments; and reviewed the four (4) areas affecting the PUI~. Those areas were related to elimination of one parking structure (Building # 19); relocation of the new dorm building (building #24) southeast to the other side of the existing dormitory (building #9); and re- engineering of the main parking ramp (building #23); along with in- ternal road impacts. Mr. Lindgren noted that this was a land use approval related to zoning and not a Site Plan review; and provided several graphic displays of various building locations, and the design of the proposed architectur- ally-pleasing parking structure to show its integration with the campus and topography of the land. Mr. Lindgren advised that changes were made to the proposed plans following comments of Arden Hills and Roseville neighbors and noted the applicant's attempts to provide more screening on the east- ern edge of the campus to alleviate concerns. Councilmember Pust noted that additional screening had been in place in the past, but that storm damage over a number of years had reduced that screening. Councilmember Kough asked about an access on the north of the campus in Arden Hills. NIr. Lindgren responded that pending approval by the City of Arden Hills was conditioned that no outlet would be allowed on the north end. Councilmember Ihlan expressed concern asked for a status report on a PUD Agreement, and whether that agreement would be completed and made available to the City Council for adequate review prior to the August 13, 2007 meeting.
