Additional discussion included various traffic analyses and parking impact studies; stort~nwater impacts, methodology and modeling; pro- posed traffic mitigation measures, specifically at Fairview and Lydia and Snelling and Lydia and their feasibility and the college's pro-rated share of the cost of phased improvements and mitigation measures; emergency access; and the applicant's adherence to the process out- lined by current City Code. Councilmember Kough expressed concern. as a recipient of ongoing and continuing parking issues around the college and impacts to the neighborhood. Mr. Lindgren and Mr. Humphries expressed hope that the construc- tion of the parking structure would alleviate that by providing addi- tional parking on site; and also noted that the college attempted to ad- dress parking concerns by restricting which students were allowed to have personal vehicles, and by providing on-campus parking. Councilmember Pust asked if the applicant had explored an "emer- gency access only" with the City of Arden Hills on the north side of the campus. Mr. Lindgren advised that the City of Arden Hills' responses to-date had been very adamant; that the Lake Johanna Volunteer Fire De- partment, who services Arden Hills, had reviewed the proposal, but that option had not been explored. Councilmember Ihlan expressed concern with the EAW responses be- ing drafted by the College-retained consultant, TKDA, rather than City-retained consultants. Councilmember Ihlan expressed concern that this application was not being processed similar to the expansion of the Rosedale Shopping Center, with the City providing outside consulting services for review of that plan.
