City CanciY Study es~ia <br />IY~auay, July ~6, 2007 <br />Page 20 <br />Councilmember Pust sought clarification and response by staff to the <br />recurring concerns of Councilmember Ihlan. <br />Mr. Paschke advised that staff was reviewing responses and would <br />also review the college consultant's responses; and advised that for <br />the Rosedale expansion, there was no consultant review other than for <br />traffic analysis, as per standard operating practice of the City. <br />City Engineer Deb Bloom confirmed that the City had hired SRF <br />Consulting Engineers to review the traffic analysis for the Rosedale <br />expansion and the Northwestern College projects. <br />Councilmember Pust clarified that a different process was followed <br />for the Rosedale expansion, as an EAW was not required. <br />Councilmember Ihlan questioned whether the City had a policy to re- <br />view EAW's. <br />Mr. Paschke advised that the process was governed by State law, <br />based on the comments provided to the EAW, with the City as the Re- <br />sponsible Goverr~unent Unit (RGU) determining the need for an Envi- <br />ronmental Impact Statement (EIS) based on those comments, or if <br />mitigated by the applicant and staff working through those details in <br />the PUD Agreement. <br />Mayor Klausing paused discussion at this point, noting the lateness of the hour, <br />and the City Council's self-imposed deadline of 10:00 p.m., seeking Council con- <br />sensus for extension of the curfew and order of discussion. <br />Councilmember Pust observed that Council Rules dictated extension of time to and <br />whether to consider new topics to a time certain. <br />City Manager Malinen clarified the need for asuper-majority vote. <br />Klausing moved, Roe seconded, extension of the meeting time to 11:00 p.m. for <br />completion of this discussion item. <br />Roll Call <br />
