C~t~ ~®un~~~ Study Sessi® <br />M®nday, July ~ 6, 2Q07 <br />Page ~5 <br />to be provided, and if not provided, this document would get pub- <br />lished and comments made accordingly, prompting an EIS. <br />Mr. Stark, with limited review, presumed that the document as sub- <br />mitted, may be a good start, if the City Council chose that route; how- <br />ever, he noted that from his initial review, he anticipated that addi- <br />tional information would be needed; and reiterated staff s preference <br />that the applicant extend the review period for completion of the up- <br />dated AUAR. <br />Additional discussion included the 60-day land use review timetable, <br />and what constituted a "stay" of the review period. <br />Councilmeznber Ihlan sought to obtain access for the City Council of <br />the studies performed by the previous developer during Eminent Do- <br />main proceedings, for determination of contamination on the site and <br />resolution of outstanding issues. <br />Mr. Stark advised that staff was recommending some level of envi- <br />ronmental review as indicated by their report; and opined that an <br />EAW may prove a waste of time and money for the applicant; didn't <br />presume that the AUAR would be adopted, but if approved, the EAW <br />would be redundant, and the AUAR would serve as a better docu- <br />ment. <br />Further discussion ensued regarding Council's direction to staff; with <br />Mayor Klausing personally leaning toward staff's recommendation to <br />wait for completion of the updated AUAR and encouraging the appli- <br />cant to ask for an extension of time; and Councilmember Ihlan opin- <br />ing that it was inappropriate to seek position consensus at tonight's <br />meeting. <br />Council discussion ended at this point with no clear recorded directive <br />to staff. <br />h. Presentation -presentation of the Revised Draft Twin Lakes Al- <br />ternative Urban Areawide Review (AUAR) <br />Ms. Clara Schlicting, DSU/Bonestroo consultant, provided a Power <br />Point presentation, attached hereto and made a pant thereof, on the <br />
