Mr. Stark, with limited review, presumed that the document as sub- mitted, may be a good start, if the City Council chose that route; how- ever, he noted that from his initial review, he anticipated that addi- tional information would be needed; and reiterated staff s preference that the applicant extend the review period for completion of the up- dated AUAR. Additional discussion included the 60-day land use review timetable, and what constituted a "stay" of the review period. Councilmeznber Ihlan sought to obtain access for the City Council of the studies performed by the previous developer during Eminent Do- main proceedings, for determination of contamination on the site and resolution of outstanding issues. Mr. Stark advised that staff was recommending some level of envi- ronmental review as indicated by their report; and opined that an EAW may prove a waste of time and money for the applicant; didn't presume that the AUAR would be adopted, but if approved, the EAW would be redundant, and the AUAR would serve as a better docu- ment. Further discussion ensued regarding Council's direction to staff; with Mayor Klausing personally leaning toward staff's recommendation to wait for completion of the updated AUAR and encouraging the appli- cant to ask for an extension of time; and Councilmember Ihlan opin- ing that it was inappropriate to seek position consensus at tonight's meeting. Council discussion ended at this point with no clear recorded directive to staff. h.
