Mr. Houck listed his specific comments: 1) The current item being discussed, the AUAR Update, and opined that a Bench Handout provided by Mr. Al Sands, attached hereto and made a part thereof, raised pertinent, legitimate and prelimi- nary questions on the whole scenario and further opined that someone from the City Council or staff should be required to an- swer the questions raised by Mr. Sands. 2) Mr. Houck noted the Executive Sessions held by the City Council on the Twin Lakes litigation, and expressed concern that the public was not advised of what was happening, other than what they read in the newspaper. Mr. Houke opined that the most recent newspa- per article made the City look bad; and requested a public explana- tion. 3) Mr. Houck expressed concern as Chair of the Police Commission, that in the list of meetings at the end of tonight's agenda, there was no mention of the Commission's August 2, 2007 meeting, but an- nounced the upcoming meeting. i. Discussion -Discuss Mousing and Redevelopment Authority (HRA) Appointment Process Mayor Klausing thanked Councilmember Roe for his patience with the HRA Appointment process item, noting that discussion had been postponed several times. Councilmember Ihlan opined that, in light of the late hour and lack of urgency of this item, discussion and potential decisions should be made at a later date to allow for good policy discussion. Councilmember Roe noted the timeframe, if the City Council were following existing advisory commission appointment processes, as de- tailed on line 34 of his memorandum dated June 5, 2007, the process should have started at a staff level on approximately June 1 1, 2007 to facilitate the HRA Board term expiration date of September 27, 2007. Councilmember Roe advised that it was his intent to clarify the appli- cation and appointment process for the public, and to avoid offending anyone during the appointment process.
