pity Council Stu y essi~ <br />1VI®nday, July 16, 2007 <br />Page 28 <br />up the agenda should be more cognizant of how much time presenters <br />needed; and stick to the schedule outlined to facilitate the public. <br />Mr. Houck listed his specific comments: <br />1) The current item being discussed, the AUAR Update, and opined <br />that a Bench Handout provided by Mr. Al Sands, attached hereto <br />and made a part thereof, raised pertinent, legitimate and prelimi- <br />nary questions on the whole scenario and further opined that <br />someone from the City Council or staff should be required to an- <br />swer the questions raised by Mr. Sands. <br />2) Mr. Houck noted the Executive Sessions held by the City Council <br />on the Twin Lakes litigation, and expressed concern that the public <br />was not advised of what was happening, other than what they read <br />in the newspaper. Mr. Houke opined that the most recent newspa- <br />per article made the City look bad; and requested a public explana- <br />tion. <br />3) Mr. Houck expressed concern as Chair of the Police Commission, <br />that in the list of meetings at the end of tonight's agenda, there was <br />no mention of the Commission's August 2, 2007 meeting, but an- <br />nounced the upcoming meeting. <br />i. Discussion -Discuss Mousing and Redevelopment Authority <br />(HRA) Appointment Process <br />Mayor Klausing thanked Councilmember Roe for his patience with <br />the HRA Appointment process item, noting that discussion had been <br />postponed several times. <br />Councilmember Ihlan opined that, in light of the late hour and lack of <br />urgency of this item, discussion and potential decisions should be <br />made at a later date to allow for good policy discussion. <br />Councilmember Roe noted the timeframe, if the City Council were <br />following existing advisory commission appointment processes, as de- <br />tailed on line 34 of his memorandum dated June 5, 2007, the process <br />should have started at a staff level on approximately June 1 1, 2007 to <br />facilitate the HRA Board term expiration date of September 27, 2007. <br />Councilmember Roe advised that it was his intent to clarify the appli- <br />cation and appointment process for the public, and to avoid offending <br />anyone during the appointment process. <br />
