City Council Study essi outlay, July 16, 200°1 Page 29 Councilmember Kough noted his initiation of the City's IRA, and the Mayor's appointment-making role for that Commission. Discussion ensued as to process, existing policy, Councilmember Roe's offer to draft a resolution, with Council consensus, to clarify the ffEZA appointment process, pursuant to State Statute. Mayor Klausing expressed his preference on I-IRA appointments that he make contact with a candidate to determine their willingness to serve, his advising Council to seek consensus on the appointment, then following the normal appointment process. Mayor Klausing opined that there were other good policy questions to consider: the number of City Council members serving on the HRA; continuity of Council and HRA relationships and communications. Councilmember Pust referenced a recent e-mail from former HRA Executive Director Kathy Bennett related to whether the City Council could dictate process or set term limits. Councilmember Pust opined that further discussion was necessary on a broader scope regarding the HRA and other Commissions and voting positions or liaison positions by the Council. Councilmember Pust opined that there appeared to be a lack of connection between advisory commissions and the city Council, and she was interested in improving that communication for internal and external bodies. Mayor Klausing provided a brief history of problematic issues when Councilmembers served as liaisons on advisory commissions and per- ceptions of the Council's role and independence of commissions. Councilmember Ihlan, when asked for comment by Mayor Klausing, opined that there had been no vote to discuss this item and that there- fore, it should not be taken up for discussion by the City Council at this time.
