<br /> <br />Variance Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, February 7, 2007 <br /> <br />1. Call to Order <br />Acting Chair Daniel Boerigter called to order the Variance Board meeting at 5:03 p.m. and <br />reviewed the role and purpose of the Variance Board. <br /> <br />2. Roll Call & Introductions <br />City Planner Thomas Paschke called the Roll. <br /> <br />Members Present: Commissioners Mary Bakeman; Joe Wozniak and Acting Chair Boerigter. <br /> <br />Staff present: Community Development Director John Stark; City Planner Thomas Paschke; <br />Associate Planner Bryan Lloyd. <br /> <br />3. Approval of Minutes <br />Acting Chair Boerigter advised that the January 3, 2007 meeting minutes would be considered <br />for approval at the March meeting. <br /> <br />Public Comment <br />No one appeared to speak on any non-agenda items. <br /> <br />4. Public Hearings <br /> <br />a. PLANNING FILE 07-005 <br />VARIANCE to Roseville City Code,§1004 (Residential <br />Request by Brad Welp, for <br />Districts) <br />to allow principal structure encroachments into the required front- and rear- <br />yard setbacks for a new house on the vacant property at 1828 Dale Court. <br /> <br />Acting Chair Boerigter opened the Public Hearing for Planning File 07-005. <br /> <br />Associate Planner Bryan Lloyd reviewed the request of Mr. Welp to allow the <br />construction of a new house on a recently-created vacant lot; with the proposed <br />structure extending a distance of approximately twenty-five feet (25’) from the rear <br />property line (Dale Street) and approximately seventeen feet (17’) from the front <br />property line (Dale Court). <br /> <br /> Staff-recommended conditions included that the structure must remain at least twenty- <br />five feet (25’) from the Dale Street right-of-way and sixteen feet (16’) from the Dale <br />Court right-of-way. Also, consistent with conditions on the August 22, 2005 Minor <br />Subdivision approval, the applicant must apply for and receive a Dale Court driveway <br />access permit from the Roseville Public Works Department prior to issuance of any <br />building or grading permit; and the looped driveway shown on the survey dated May <br />11, 2005 must be removed from the subject property and removed in compliance with <br />City Code as it pertains to the adjacent property, 1822 Dale Court. <br /> <br />Staff recommended APPROVAL of the request, based on the comments and findings <br />outlined in Section 5, and based on the conditions detailed in Section 6 of the staff <br />report dated February 7, 2007. <br /> <br />Discussion included possible conditions specifying building as specified in the <br />preliminary site plans; potential building alterations and garage location allowing <br />encroachment anywhere within 14’ of the front line of the building; applying variance <br />within the code setback; specifically limiting the variance to the garage, based on the <br /> <br />
