Variance Board Meeting <br />Minutes – Wednesday, February 07, 2007 <br />Page 2 <br /> <br />site plan reviewed as part of the variance process; previous points for denial based on <br />no specific site plan provided for the home tied to the variance application; and this <br />application including a specific encroachment tied to a specific setback allowance or <br />deviation from the code; and hardship criteria not created by the applicant. <br /> <br />Applicant, Brad Welp, <br /> spoke to advise the Board that the proposed plan for a <br />modest, traditional style home as presented was what he was intending to build, with <br />Variance Board approval, and advised that he was receptive to the proposed <br />language as suggested by the Board. <br /> <br />Mr. Todd Ilif, <br />representing current property owners Mr. and Mrs. Charles Weleczki, <br />advised that this was an entirely new proposal, and the purchase agreement was <br />pending, contingent upon approval of the Variance. Mr. Ilif spoke in support of the <br />request. <br />Public Comment <br />Mike Radovich, 1820 Dale Court <br />Mr. Radovich spoke in support of this variance request; opining that the plan was <br />preferable to the open-ended variance request previously sought. Mr. Radovich <br />requested that the Board include language as proposed; and advised that he had <br />spoken with several other surrounding neighbors who seem expressed no major <br />concerns with this particular variance request. <br /> <br />Acting Chair Boerigter closed the Public Hearing. <br /> <br />MOTION <br />Member Bakeman moved, seconded by Member Wozniak to adopt Variance <br />Board Resolution No. 52 entitled, “A Resolution APPROVING Variances to <br />§1004 (Residential Districts) of the Roseville City Code for Brad Welp for the <br />Property at 1828 Dale Court (PF07-005);” for the request for a fourteen foot (14’) <br />VARIANCE from the required front yard setback and a five foot (5’) VARIANCE <br />from the required rear yard setback, to allow the construction of the proposed <br />residential structure on the property at 1828 Dale Court; based on comments <br />and findings in Section 5 conditions detailed in Section 6 of the staff report <br />dated February 7, 2007; <br />and amended to stipulate that the variances were <br />granted based on the site plan submitted and reviewed by the Variance Board at <br />this meeting. <br /> <br />Commissioner Bakeman expressed her enthusiasm for resolution of this issue and the <br />new plan as presented, recognizing the triangular lot issues complicating the situation; <br />and welcomed the applicant to Roseville. <br /> <br />Acting Chair Boerigter spoke in support of the motion; opining the benefit to the <br />property and its reasonable fit and consistency with the neighborhood. <br /> <br />Ayes: 3 <br />Nays: 0 <br />Motion carried. <br /> <br />Acting Chair Boerigter advised the applicant of the appeal process timeframe. <br /> <br />b. PLANNING FILE 07-008 <br />Request by Lexington Professional Building, 1790 Lexington Avenue, for a <br />VARIANCE to Roseville City Code,§1009 (Sign Regulations) <br /> to allow the <br />replacement of an existing non-conforming, freestanding sign with a new freestanding <br />sign, one foot from the front property line. <br /> <br />
