Variance Board Meeting <br />Minutes – Wednesday, February 07, 2007 <br />Page 4 <br /> <br />answer for the building and neighborhood as a whole; but asked the Board to relay to <br />the City Council neighborhood concerns with increasing commercial property that <br />abutted residential neighborhoods and related impacts. <br /> <br />Discussion included Commissioners recognizing difficulties when commercial and <br />residential properties abutted and their sensitivities to concerns regarding commercial <br />development on residential properties; and opportunities for the Planning Commission <br />to address those issues through the Comprehensive Plan Update with a component to <br />protect neighborhoods and encouraging Mr. Meyer to make his issues known to that <br />entire body. <br /> <br />Acting Chair Boerigter encouraged property owners – both of commercial and <br />residential abutting properties – to talk to staff for suggestions for solution to traffic <br />and litter issues and things that are specific problems to those properties that may be <br />resolved through code enforcement. <br /> <br />Mr. Meyer advised that he would take the advice of the Board to seek resolution; but <br />asked the Board’s consideration of various area neighborhood concerns. <br /> <br />John P. Galaba, 1057 Roma <br />Mr. Galaba opined that continued support of numerous variances by residents in the <br />neighborhood were proving detrimental to the value of their property and reducing <br />their quality of life; and further opined that soon the area would be entirely <br />commercially developed property. <br /> <br />Dr. Robert Kennedy, one of partial owners of building <br />Dr. Kennedy advised that the building was now completely owned by professionals <br />occupying the building; that the building had been built by his father in 1965; and was <br />hoping to enhance the neighborhood by being a good corporate neighborhood. Dr. <br />Kennedy advised that it was not the intent to increase commercial development or <br />expand the area commercially, thereby increasing neighborhood problems, but that <br />the intent was to improve and clean up the area. <br /> <br />Bernadette Galaba, (wife of John P.), 1057 Roma <br />Ms. Galaba, while not opposing the sign, opined that traffic would increase. Ms. <br />Galaba noted their contemplation regarding selling their property as the area <br />continues to see more and more commercial growth. <br /> <br />Acting Chair Boerigter closed the Public Hearing. <br /> <br />Further discussion included lighting for the sign; and any potential concerns with <br />building in the right-of-way and impacts to construction of future pathways or <br />sidewalks, with staff noting that this provision was addressed with the sign’s proposed <br />location. <br /> <br />MOTION <br />Member Bakeman moved, seconded by Member Wozniak to adopt Variance <br />Board Resolution No. 53 entitled, “A Resolution APPROVING a Variance to <br />§1009.03M (Ground Signs) of the Roseville City Code for the Lexington <br />Professional Building, 1790 Lexington Avenue (PF07-008);” allowing a <br />freestanding monument/ground sign one foot (1’) from the front property line; <br />based on comments and findings in Section 5 and conditions detailed in <br />Section 6 of the staff report dated February 7, 2007; <br />amended to delete any <br />variance conditions regarding height, outside of those addressed by current <br />code. <br /> <br />
