Variance Board Meeting <br />Minutes – Wednesday, May 02, 2007 <br />Page 5 <br /> <br /> <br />Chair Boerigter closed the Public Hearing. <br /> <br />MOTION <br />Member Doherty moved, seconded by Member Boerigter to adopt Variance <br />Board Resolution No. 58 entitled, “A Resolution APPROVING a VARIANCE to <br />§1016.26B1 (Storm Water Management – Impervious Surface Coverage) of the <br />Roseville City Code for Richard Browne, 397 Owasso Boulevard South (PF 07- <br />022);” for a 611 square foot VARIANCE, based on the comments and findings <br />of Section 5 and the conditions of Section 6 of the project report dated May 2, <br />2007. <br /> <br />Commissioner Wozniak noted other nearby properties that had made similar changes; <br />and encouraged the City, in the near future, to consider and incorporate ideas for <br />shoreline preservation. <br /> <br />Mr. Paschke recognized Commissioner Wozniak’s comments; and noted unique <br />considerations for undeveloped versus redeveloped or pre-existing conditions. Mr. <br />Paschke observed that, prior to redevelopment of this site, the property had been <br />mowed down to the water’s edge, and that by addressing storm water issues at the <br />time of redevelopment, allowed the City to implement measures to restore or better <br />promote landscape features and improve aesthetics to the lakeshore. <br /> <br />Commissioner Wozniak suggested that, with this site improvement on lakeshore <br />property, it may be time to address stricter approaches to restricting nutrients to lakes. <br /> <br />Ms. Bloom noted that the City’s Public Works, Environment, and Transportation <br />(PWET) Commission had just recently adopted a Pesticides Ordinance, creating a <br />fifty-foot (50’) buffer from the lake for application of herbicides or pesticides; with the <br />ordinance scheduled for City Council review in mid-May for adoption. Ms. Bloom <br />further noted that staff was preparing educational materials for the public, and that the <br />main consideration for the ordinance was impacts to wetlands and bodies of water. <br />Ms. Bloom also advised that staff had buffer ordinance regarding mowing; however, <br />noted that a balance between dictating what a property owner’s backyard was going <br />to look like, and preserving or maintaining shoreland was a consideration. <br /> <br />Commissioner Wozniak noted that he personally appreciated that the applicant had a <br />survey or petition of support from adjacent property owners included in the packet; <br />and noted that without that, he made have been more strongly opposed to the <br />variance request. <br /> <br />Ayes: 3 <br />Nays: 0 <br />Motion carried. <br /> <br />Acting Chair Boerigter advised the applicant of the appeal process timeframe. <br /> <br />c. PLANNING FILE 07-023 <br />VARIANCE to <br />Request by William and Louise Loomis, 1410 Judith Avenue, for a <br />Roseville City Code,§1004 (Residential Districts) <br /> to allow an encroachment into <br />the required front yard setback and more impervious surface coverage than the Code <br />allows. <br /> <br />Acting Chair Boerigter opened the Public Hearing for Planning File 07-023. <br /> <br /> <br />
