City Council Study Session <br />1Vlonday, August 20, 2007 <br />Page 12 <br />Councilmember Kough questioned property owner rights and respon- <br />sibilities related to stormwater drainage and watershed district re- <br />quirements. <br />Mayor Klausing and Ms. Radel briefly reviewed stormwater man- <br />agement plan requirements. <br />City Attorney Scott Anderson noted that there were two (2) separate <br />legal issues being addressed: that of stormwater runoff for develop- <br />ment and/or redevelopment of lots, and the other related to changing <br />lot lines, having nothing to do with water runoff. <br />For the record, City Manager Malinen noted the receipt of several <br />written corrlrrients and provided as bench handouts, including one <br />from Tam McGehee, 77 Mid ®aks Lane, and entitled, "Comments on <br />the `wwin Lakes AUAR Update';" and an e-mail from Betty Elholm, <br />1785 Stanbridge Avenue, briefly expressing support of the AUAR <br />Update. <br />Al Sands, 2612 Aldine <br />Mr. Sands provided a bench handout entitled, "(DR:AFT) Final Twin <br />Lakes AUAR Update, Public Continents, August 20, 2007" which <br />also referenced previous written comments attached to previous City <br />Council meeting minutes. <br />is ®uc, 1133 ®selavvn Avenue <br />1VIr. Houck expressed pleasure that the City Council didn't vote on the <br />Draft AUAR Update prior to hearing public comment. r. Houck <br />questioned whether public comment meant anything to the City <br />Council; and expressed frustration that his three (3) e-mails to the City <br />Manager and individual City Council members had not received a <br />single response from any of them.
