City Council Study Session <br />onday, .A.ugust 20, 2007 <br />age 11 <br />Councilmember Roe reiterated his support of Councilmember Pust's <br />recommended ordinance amendments at this time, and they did not <br />involve changes to our existing standards for lot splits. <br />Councilmember Ihlan disputed the recommendations proposed by <br />Councilmember Pust, opining that those recommendations would in- <br />clude creation of small lots in a residential zone. <br />Councilmember I'ust clarified her recommendations, using the 1VIay <br />14, 2007 final report of the Single-Family Residential Lot Split Study <br />Group as follows: <br />® Page 1, Section entitled, "Subdivision Code," Subdivisions 2, 3, 4 and 5 <br />® Page 2, Section C entitled, "Zoning Code," Subdivisions 4, 5 and 6 with the excep- <br />tion of the first clause of Subdivision #4 <br />Councilmember Ihlan opined that she would support those amend- <br />ments, as long as an overlay zoning district for pre-1959 single-family <br />lots didn't create a separate zoning clause, noting that all lots were not <br />standard sized, and there were potential impacts on minimum lots if <br />legally non-conforming lots. <br />Councilmember Pust advised that the staff and the City Attorney <br />should take that into account as they drafted proposed language for <br />City Council approval. <br />Staff was so directed to proceed with those items designated and as <br />suggested by Councilmember I'ust. <br />Councilmember Roe requested that staff review and provide sug- <br />gested code language for the City Council to consider, even if not <br />specifically disallowing certain things, for including land trusts, pre- <br />serving open space, homeowner associations, and other considerations <br />to move the city forward as a more environmentally-friendly city. <br />Councilmember :Dust concurred and requested staff advise the Council <br />where to look at code in the future, and point specifically to that lan- <br />guage. <br />
