Mr. Maschka opined that <br />those were the three major problem areas; and further opined that <br />renting in asingle-family neighborhood was a privilege and indicated <br />certain requirements related to that privilege. <br />ie ®uc133 ®seavvn Avenue <br />Mr. Houck noted that line 55, item 5 in the staff report addressing in- <br />spection of interiors of rental properties... bothered him. Mr. Houck <br />advised that he was against the whole thing, even though there maybe <br />some good points included; and opined that he didn't want the City in <br />his rental unit as it was the private home of his renters. <br />Mr. Munson provided a brief background on land use code enforce- <br />ment; current procedures; and the lengthy process required for a mi- <br />nority of non-compliant and problematic properties, and provided a <br />flow chart for the majority of city code violation enforcement cases. <br />Staff reviewed annual neighborhood enhancement programs; 90-95% <br />compliance of code enforcement areas through staff mediation and <br />
