City C®uneil Study Sessi®n <br />M®nday, August 20, 2007 <br />Page 18 <br />Councilmember Pust concurred with Councilmember Roe's recollec- <br />tion, opining that her recollections indicated that the advisory group's <br />recommendation called for a two (2) year data gathering opportunity <br />prior to taking the enforcement step. <br />Further discussion included registration versus licensing programs; <br />whether to consider multi-family rentals beyond smaller unit rentals; <br />inspection considerations and issues; identifying smaller rental units; <br />and whether to remove enforcement issues from the proposed ordi- <br />nance to allow for data gathering and monitoring. <br />Ms. Bennett clarified her perception of Council direction, to be an or- <br />dinance addressing mandatory rental property registration, with no <br />method to address problem properties. Ms. Bennett opined that her <br />understanding of the issue was that the existing code addressed exte- <br />rior issues, but no provisions were currently available to access the in- <br />terior to determine safety and health compliance and avoid potential <br />negative ramifications. <br />®n uns®n, City ®f ®seville wilding f~eia <br />Mr. Munson advised that a large problem was in overcrowding, and <br />the need for staff to access interiors to determine any health and safety <br />concerns. <br />Discussion included finding common ground between rental property <br />owners and I-IRA objectives; tools in existing code to allow staff to <br />determine any problem properties, whether rental or owner-occupied, <br />related to health and safety concerns; willingness of property owners <br />to register their rental properties; and areas of the draft ordinance not <br />incorporating written legal opinions and comments from the City At- <br />torney. <br />It was Council consensus that staff return with a more refined and ed- <br />ited version for a rental property registration ordinance, excluding <br />code enforcement issues. However, staff was requested to keep those <br />code enforcement revisions for later Council consideration. <br />
