City C®umcil Study Sessi®n <br />1VI®nday, August 20, 2007 <br />Page 2~ <br />plated in recent past budgets; implications and requirements of a re- <br />cent OSHA audit and safety and equipment issues; and preservations <br />of current programs and services. <br />Mr. IVlalinen reviewed detailed budget impact items, highlights, and <br />priorities as identified in the presentation materials. <br />Discussion included 2007 data availability and sources; difficulties <br />identified by City Manager Malinen in meeting policy goals; no pre- <br />established limitations or thresholds for departments in developing <br />their preliminary budget requests; and policy structure and priority is- <br />sue definitions to be refined in the upcoming months and discussion <br />opportunities. <br />Councilmember Pust asked that City Manager Malinen identify spe- <br />cific items requested by departments that were not included in the <br />City Manager Recommended Budget. <br />City Manager Malinen advised that he would be meeting with De- <br />partment Heads in upcoming weeks to review and discuss his ration- <br />ale for those items included and those not. <br />City Manager Malinen recognized staff's commendable efforts and at- <br />tempts to make due with equipment, and makeshift repairs; however, <br />noted that some equipment was obsolete and needed to be replaced to <br />be compliant with OSHA safety requirements and to avoid potential <br />litigation issues for the City. <br />Councilmember Kough asked for a specific time for Council items to <br />be considered; and specific suggestions he'd mentioned in the past <br />that he would like implemented (i.e., mold at the fire station); in addi- <br />tion to individual Council suggestions to each department for cost ef- <br />ficiencies. Councilmember Kough sought additional information <br />from each department on their suggested vehicle replacement sched- <br />ule and proposed quantity for 2008. <br />Additional discussion ensued regarding specific Council-initiated <br />items that were or were not included in the City Manager Recom- <br />mended Budget and how to identify those items and their status. <br />
