City Council Study Session <br />li~onday, August 20, 2007 <br />Page 29 <br />City Manager Malinen advised that this represented a relatively status <br />quo budget, with no extraordinary monies except for adherence to re- <br />cently-adopted Council policies. <br />Mayor Klausing requested staff to provide appendices showing spe- <br />cific services and charges for each budget category. Mr. Miller ad- <br />vised that, with some "clean up" of internal staff budget documents, <br />he would provide more specific electronic information to Council- <br />members. <br />Mayor Klausing suggested a City Council subgroup to develop an ini- <br />tial and preliminary evaluation process. <br />Ms. Bacon provided several bench handouts, including an excerpt of <br />the December 18, 2006 City Council meeting minutes when the City <br />Manager Contract was approved; an evaluation formed used for pre- <br />vious City Manager Neal Beets; a copy of the current City Manager <br />Employment Agreement and provisions for evaluation; and a copy of <br />existing performance evaluation materials currently used for all other <br />City employees. <br />Discussion included advantages of a 360 degree evaluation; Council- <br />member Pust's notation that the referenced written goals or outcomes <br />from the City Manager contract had yet to be determined; and City <br />Manager Malinen's credentialing requirements through the Interna- <br />tional City Manager's Association (ICMA) and ICl~'IA evaluation <br />models. <br />Councilmember Pust suggested that a subgroup of the City Council <br />begin to design a process and bring it back to the City Council for <br />their input prior to proceeding. <br />
