Darrow reiterated staff's concern that the process move forward, <br />immediate plans for production of an in-house video to be rebroadcast <br />on public access to alert the public to the importance of the Compre- <br />hensive Plan, highlight the process, and identify ways for them to get <br />involved in the process. <br />1VIr. Darrow noted that the City Council had previously been given di- <br />rection from the City Council that staff not provide a recommendation <br />or rank firms based on their interviews, but to allow the City Council <br />that option. <br />Staff s recommendation for the final three (3) Comprehensive Plan <br />Update consulting firms were: <br />® HKGI (Hoisington Koegler Group Inc); 123 N Third Street, Suite 100; Mpls., MN; <br />Contact: Mark Koegler <br />® ~onestroo (Bonestroo, Professional Consulting Services); 2335 Highway 36 W; <br />Roseville, MN 55113; Contact: Phil Carlson, Project Manager <br />® SRF (SRF Consulting Group, Inc.); One Carlson Parkway N, Suite 150; Mpls., MN <br />55447; Beth Bartz, Principal <br />Staff noted that two (2) of the three (3) firms stood out; and Council- <br />member Pust asked staff to identify those two firms, which 1VIr. Dar- <br />row did, noting staff had been unanimous in their identification of the <br />HKCII and SRF firms, specifically for their ideas for engaging the <br />public. <br />Councilmember Kough spoke in opposition to a steering committee; <br />the City Council's authority to make the final decision; acknowledged <br />staff s expertise, questioning the need for hiring additional consult- <br />ants; and questioned the need for an upgrade to the existing Compre- <br />hensive Plan. <br />1Vlayor Klausing reviewed the requirements of State Statute and the <br />Metropolitan Council for a periodic update of every city's Compre- <br />hensive Plan; and staff's recommendation for a steering committee <br />that would serve in an advisory capacity to the City Council, who <br />would indeed make the final decisions. <br />
