Darrow reiterated staff's concern that the process move forward, immediate plans for production of an in-house video to be rebroadcast on public access to alert the public to the importance of the Compre- hensive Plan, highlight the process, and identify ways for them to get involved in the process. 1VIr. Darrow noted that the City Council had previously been given di- rection from the City Council that staff not provide a recommendation or rank firms based on their interviews, but to allow the City Council that option. Staff s recommendation for the final three (3) Comprehensive Plan Update consulting firms were: ® HKGI (Hoisington Koegler Group Inc); 123 N Third Street, Suite 100; Mpls., MN; Contact: Mark Koegler ® ~onestroo (Bonestroo, Professional Consulting Services); 2335 Highway 36 W; Roseville, MN 55113; Contact: Phil Carlson, Project Manager ® SRF (SRF Consulting Group, Inc.); One Carlson Parkway N, Suite 150; Mpls., MN 55447; Beth Bartz, Principal Staff noted that two (2) of the three (3) firms stood out; and Council- member Pust asked staff to identify those two firms, which 1VIr. Dar- row did, noting staff had been unanimous in their identification of the HKCII and SRF firms, specifically for their ideas for engaging the public. Councilmember Kough spoke in opposition to a steering committee; the City Council's authority to make the final decision; acknowledged staff s expertise, questioning the need for hiring additional consult- ants; and questioned the need for an upgrade to the existing Compre- hensive Plan. 1Vlayor Klausing reviewed the requirements of State Statute and the Metropolitan Council for a periodic update of every city's Compre- hensive Plan; and staff's recommendation for a steering committee that would serve in an advisory capacity to the City Council, who would indeed make the final decisions.
