Darrow reviewed the staff memorandum dated August 20, 2007, and staff recommendations regarding the role of the City Council, Planning Commssion, Consultant, and proposed Steering Committee in the Comprehensive Plan Update process. 1VIr. Darrow noted that staff had interviewed three (3) firms, Bonestroo, FIKGI and SRF, and opined that staff had found two (2) of those firms to stand out in their proposed unique methods for involvement of citizens in the public in- put stages of the Update. Staff provided a matrix listing the various components in each firm's proposal. Staff reviewed the organizational structure for the process, and pro- posed asteering committee of approximately eleven (11) members, recommending composition of two members of the City Council, two members of the Planning Commssion, one member of the Parks and Recreation Commission, one member of the Public Works, Environ- ment and Transportation Commission, one member of the Housing and Redevelopment Authority, one member of the Imagine Roseville 2025 community visioning steering committee, and two members from the community-at-large. Discussion among staff and the City Council included the Compre- hensive Plan Update timeline itself; timing for Council interviews of the three (3) firms, originally scheduled for 5:00 p.m., immediately prior to the City Council meeting on August 27, 2007, with the City Council scheduled to make their final selection later that evening at their regular business meeting.
