City C®unc~l Study Sessi®n <br />1VI®nclay, August 20, 2007 <br />Page 5 <br />Councilmember Pust questioned the consulting firms' preference for <br />proposed representation and the size of the group. <br />Mr. Darrow advised that all three (3) firms were comfortable with the <br />make-up and size of the group, with between 10 - 15 members maxi- <br />mum. <br />Planning Commissioner Ildephonse CTasongo noted the need, during <br />contract drafting, to clearly identify the City Council, not the steering <br />committee, as the decision-makers. <br />Mayor Klausing clarified that the City Council had no intent to dele- <br />gate their authority to the steering committee; reiterating the role of <br />the comnttee in an advisory capacity to the City Council. <br />Councilmember Roe spoke in support of citizen involvement through <br />the steering comrr~ittee process; and noted the need to keep the proc- <br />ess moving to allow sufficient time for advertising for applicants; <br />supporting making a decision on the steering committee at tonight's <br />meeting. <br />Councilmember Kough opined the need to get citizens involved who <br />didn't have an interest in commercial properties, expressing concern <br />that they would attempt to sway zoning in the Comprehensive Plan to <br />conform to their agendas and potential land uses and/or sales. Coun- <br />cilmember Kough reviewed the historical issues related to the Twin <br />Lakes Redevelopment Area and costly litigation and court decisions <br />for the City. <br />Mayor Klausing recognized that there was not a clear consensus to- <br />night. <br />Councilmember Pust opined that she saw no reason why the City <br />Council couldn't trust the citizens of Roseville to be part of the proc- <br />ess; and further opined her support for the at-large community repre- <br />sentatives proposed for the steering commttee. <br />Councilmember Ihlan opined that she needed to study each proposal, <br />which had been distributed by staff during the discussion, and then to <br />
