S ~~i~ ~ ~o ~i~ ~~ti <br />Monday, August fl6, 2Q07 <br />Page ~4 <br />ae Ordinance - consider .Adopting an Ordinance Rezoning 2750 <br />Snelling A~enne Frontage Road for TOLD Development <br />City Planner Thomas Paschke reviewed the request of TOLD Devel- <br />opment in cooperation with FGM Roseville LLC (property owner) to <br />rezone (from B-1-B, Limited Retail District to B-2, Retail Business <br />District) to allow redevelopment of the former Cattle Company prop- <br />erty into a specialty grocery store. r. Paschke noted that the current <br />proposal called for razing the existing structure and constructing a <br />new 14,000 square foot structure. <br />Mr. Paschke advised that staff recommended APPROVAL of the re- <br />quest, based on the comments and findings of Section 5 of the project <br />report dated August 6, 2007. <br />Councilmember Ihlan questioned staff's rationale for rezoning this <br />specific property when adjoining properties on the south and east re- <br />mained with a zoning classification of B-1-B; and why rezoning was <br />now recommended as appropriate when previous legislative judgment <br />indicated that a grocery store was not an appropriate use. Council- <br />member Ihlan questioned why staff didn't encourage the applicant to <br />utilize the vacant "Rainbow" site, rather than requesting rezoning of <br />the former "Cattle Company" restaurant site for retail uses not cur- <br />rently permitted. <br />Mr. Paschke highlighted staff's comments in Section 5 of the staff re- <br />port and current zoning City policy. Mr. Paschke again referenced the <br />staff report regarding potential City Council direction for text <br />amendments providing more uses in specific zoning districts; and <br />staff's research of and inability to determine why all uses were not in- <br />cluded in text for existing zoning; similar to that scenario outlined in <br />Section 5.2 of the staff report. Mr. Paschke advised that staff was re- <br />active to applications as they were received; and while the referenced <br />Rainbow site may be an option, staff was of the opinion that rezoning <br />this site would be appropriate for the proposed grocery store use. <br />Councilmember Ihlan questioned whether a traffic study had been <br />completed to determine the amount of traffic that would be generated <br />by a specialty grocery store, and impacts to the neighborhood. <br />
