Mr. Paschke noted that staff tried to adhere to existing City Council policies, codes and ordinances to guide what was allowed or not allowed on a particular site. Councilmember Dough questioned impacts of the proposed 14,000 square foot structure on parking availability and the proposed location of the building and parking lot configuration. Mr. Paschke advised that staff had not been provided with the name of the proposed specialty grocer; and that parking requirements would be addressed by code. Applicant, Stephani Sundry, Project Partner, TOLD Develop- ment Company Ms. Sundry advised that the grocer was a national retailer, but that ad- ditional information could not be shared at this time. Ms. Sundry advised, when asked by Councilmember Roe, that pro- posed grocery store being requested was substantially smaller at 14,000 square feet than the vacant "Rainbow" site at 45,000 square feet. Ms. Sundry further advised that the applicant had no interest in the Rainbow site; and the grocer was more of a destination type neighborhood retailer, and that this site was more conducive to serv- ing their immediate tenant clientele. Roe moved, Kough seconded, enactment of Ordinance No. 1350 enti- tled, "An Ordinance Amending Title 10 of the Roseville City Code, Changing the Zoning Map Designation of Certain Real Property at 2750 Snelling Avenue from Limited Retail District (B-1-B) to Retail Business District (B-2);" based on the comments and findings of Sec- tion 5 of the project report dated August 6, 2007. Councilmember Roe spoke in support of the motion to rezone; observ- ing that the requested use was relative to the area; noting that uses were already mixed within the immediate vicinity. Councilmember Kough spoke in support of the motion; with his only concern about parking.
