Special ~i ~~~a~~~~~ yeti <br />Wage 21 <br />provided their recommendations. Councilmember Kough did concur <br />with Councilmember Ihlan that a Council consensus was necessary. <br />Mayor Klausing offered his support in moving toward a consensus; <br />however, opined that he "felt that he was being held hostage," and <br />questioned if everyone was working in good faith to obtain unanimity. <br />Councilmember Ihlan questioned the perception of Mayor Klausing, <br />opining that such a perception was not a good start, and further opined <br />that there were a number of policy issues that would not be completed <br />by 2008. Councilmember Ihlan spoke in support of prioritizing the <br />minimum requirements; and opined that it was under the Council's <br />authority to hire a consultant, and they should all be participating in <br />that hiring process. <br />Councilmember Pust suggested language revisions for this process in <br />an effort to move positively toward consensus, replacing "rewrite" <br />with "discuss" to avoid the appearance of commitment to anything in <br />the process. Councilmember Pust opined that there were a lot of peo- <br />ple raising negative red flags without putting forth positive sugges- <br />tions. <br />In an effort to move the process forward, Councilmember Pust sought <br />to find consensus, first identifying comments made by Councilmem- <br />ber Ihlan that at a minimum it was necessary to comply with statutory <br />requirements; and questioned staff on those minimum requirements. <br />Ms. Radel noted the matrix previously outlined and distributed by <br />former Community Development Director John Stark providing his <br />professional opinion, along with the expertise of the Parks and Rec- <br />reation Director and Public Works and Engineering Director on what <br />needed to be done. Ms. Radel was unable to confirm, without further <br />research, whether the vote for the Request for Qualifications and the <br />Request for Proposal votes of the City Council were unanimous. <br />Councilmember Pust clarified that, at least a majority of the Council <br />had voted to move forward with the process; and suggested starting <br />there, to determine how to get from that point to mid-2008 and sub- <br />mission of the Comprehensive Plan Update, by making good faith ef- <br />
