Councilmember Pust thanked staff for bringing <br />forward the proposed schedule, and suggested that, rather than pre- <br />judging the future, it was more important for the Council to work to- <br />ward items of agreement. <br />Additional discussion. included discussions with the Metropolitan <br />Council on possible extensions; and additional difficulties created <br />with turnover in the Community Development Department and in Di- <br />rectors over the Last two years. <br />Ihlan moved, Kough seconded, that the City Council serve as the Se- <br />lection Committee to select a Comprehensive Plan Update consultant. <br />There was additional discussion and confusion among Councilmem- <br />bers on the intent of the proposed motion; public input and participa- <br />tion in the selection process; final City Council decision before hiring <br />a consultant no matter who served on the selection committee; initial <br />narrowing of the field by staff from eight to three firms; scope of the <br />work requested by the City Council; clarifying the selection commit- <br />tee versus the steering committee; who would be involved in inter- <br />viewing firms and how many firms to interview (two or three); and <br />whether interviews of consultants would be held at a public meeting, <br />in consideration of trade secrets and proprietary information. <br />Mike Darrow, Interim Community Development Director <br />Mr. Darrow, of the firm Short, Elliot, Hendrickson (S.E.H.) expressed <br />his excitement to be working with the City in this capacity; and reiter- <br />ated Ms. Radel's and staff's process provisions. Mr. Darrow noted <br />that staff's urgency was due to the fact that the City of Roseville was <br />one of the few cities who hadn't begun work on the Comprehensive <br />Plan Update yet; and given statutory obligations, it was imperative <br />that the process begin immediately. <br />Mr. Darrow reviewed various options used by other communities for <br />the process, both with heavy staff input, and with council-wide input; <br />and advised that staff was open to either process, at the direction of <br />the City Council. <br />
