Mr. Miller advised Councilmembers that, depending on <br />tune at the August 20th and/or August 27th meeting, Councilmembers <br />would be asked by staff to engage in discussions, noting the busy <br />agendas and need for the City Council to adopt their preliminary <br />budget and levy at their September 10, 2007 meeting. Mr. Miller re- <br />minded Councilmembers that this would be anot-to-exceed budget, <br />which could be reduced, but not increased. <br />Mr. Miller thanked Councilmembers for their insightful feedback to- <br />date, and encouraged additional input between now and the end of <br />2007. <br />7. Councilmember-Initiated Items for Future Meetings <br />a. Councilmember Pust: August 13, 2007 agenda -Discussion of <br />Steering Committee Appointment for the Comprehensive Plan Update <br />process; their initiation or elimination. <br />b. Councilmember Ihlan: <br />1) August 13, 2007 agenda -Request that the Twin Lakes settlement <br />documents and Court Orders regarding Twin Lakes litigation be <br />put on line on the City's website. <br />2) August 13, 2007 agenda -Public report on how Twin Lakes items <br />will be paid going forward. <br />3) August 13, 2007 agenda -Discussion of "Payment in Lieu of Taxes <br />(PILOT)" and possible negotiations for such provisions related to <br />the Northwestern College expansion; and her understanding that <br />such items were negotiable in a PUD Agreement. <br />c. Mayor Klausing: August 13, 2007 agenda -City Attorney written <br />opinion on Councilmember Ihlan's request #3, and land use approv- <br />als. <br />d. Councilmember Roe: August 13, 2007 agenda -His intention to <br />have a draft resolution on appointment of Housing and Redevelop- <br />ment Authority (HRA) commissioners, upon receipt of a written City <br />
