~.~ 7 <br />Mayor Klausing clarified that the Roseville Police Department had <br />not performed the investigation of former City Manager Beets; and <br />that it had been referred to another department to avoid any potential <br />conflicts of interest. <br />Mr. Garza reiterated his opinion that the Police Department should <br />have said "no comment" in this case, rather than providing comment <br />and analysis. <br />Councilmember Pust thanked Mr. Garza for coming forward; and <br />opined that this conversation should not be taking place at tonight's <br />meeting; but in some other forum dealing with the more widespread <br />issue. Councilmember Pust reiterated her observation that there were <br />two issues, and added a third issue as addressed by Mr. Garza: <br />1) How citizens should properly observe without interference and <br />causing danger to themselves, the officer, or alleged violator; <br />2} Is the City's Police Department receiving proper training; and <br />3) Communication issues afterward regarding analysis of a particular <br />case when no citation is issued. <br />Councilmember Pust again expressed her appreciation to Mr. Garza <br />and her understanding of his concerns; and expressed hope that he <br />would return at a later time and venue to discuss the issue more com- <br />pletely. <br />c. Al Sands, 2612 Aldine <br />Mr. Sands provided two Bench I~andouts. <br />Mr. Sands provided comment on the above-referenced issue; and <br />questioned why, if no charges were filed, anything was said to the <br />press. Mr. Sands asked that this question be answered in the future; <br />opining that when no charges were filed and information was pro- <br />vided to the press, it was bad for the person and the City. <br />Mr. Sands referenced a recent editorial from the Pioneer Press, dated <br />July 27, 2007, entitled, "Free the Cities..." alleging a new urban <br />agenda that embraces freedom rather than "top-down" planning regu- <br />lations.
