® ay, A st , ~ ~ 'f <br />ale <br />fears on what was wrong with Roseville City government, and local <br />governments taking care of themselves. <br />Mr. Sands presented his personal written observations in another <br />bench handout entitled, "Roseville -What's Wrong with Roseville <br />Government." Paints of contention expressed by Mr. Sands included <br />negatives of a Class form of government; pro-development Council <br />majority, opining that they were "bought and paid far" by those busi- <br />ness supporters, and indicated in past election brochures, which Mr. <br />Sands displayed. Mr. Sands expressed further concern with non- <br />resident professional staff running the City as a business without re- <br />gard to citizen interests and priorities; and a legislative agenda and <br />push for a local sales tax supported by City Management that indi- <br />cated a "shameful attempt to force non residents who shop in Rose- <br />dale to pay for City amenities;" opining that it was a "morally corrupt <br />idea." <br />Mr. Sands opined that recent failed grand schemes such as Twin <br />Lakes with one master developer was proven financially unfeasible; <br />destroyed the rights of existing land owners in attempted changes in <br />land use; misuse of Planned Unit Developments (PUD's) by the City <br />in controlling development; and eventual failure of future attempts at <br />development due to missteps of the past. <br />Mr. Sands attacked Mayor Klausing's consistent vote for Twin Lakes <br />development with the previous developer; and opined that he held him <br />personally responsible for "the mess." Mr. Sands further opined that <br />he was sick and tired of the antics of this "developer-supportive" City <br />Council, and of Mayor Klausing's manipulation of facts, including the <br />super-majority requirement for voting on the Twin Lakes AUAR is- <br />sue. <br />Mr. Sands concluded by stating that it was time for a change in direc- <br />tion; that landowners choose what to do with their properties; reduc- <br />tions in development staff; anal to let citizens have their freedom and <br />opportunity as was indicated in a democracy. <br />d.
