Regular City C®uncii eetan~ <br />l~®nday, July 23, 2007 <br />Page 2~ <br />City Manager Malinen advised that this amount was based on normal <br />office hours as per the proposed schedule; the firm's availability for <br />Planning Commission and/or City Council meetings, as well as Dous- <br />ing and Redevelopment Authority (HRA) meetings; and based on ac- <br />tual mid-line expenses for afull-time Community Development Di- <br />rector. Mr. Malinen opined that he anticipated that the position could <br />be filled within five months. <br />Councilmember Ihlan recognized that hiring of a Community Devel- <br />opment Director was under the authority of the City Manager; how- <br />ever noted that when a position becomes vacant, it is a good opportu- <br />nity for the City Council to review the position itself, which was <br />within the City Council's authority. Councilmember Ihlan opined that <br />the interim time would provide a good opportunity for City Council <br />and public discussion of the role of a Community Development Direc- <br />tor for the future, and that such discussions would hopefully shape the <br />recruiting process. <br />Councilmember Kough observed, the elimination of the Deputy Police <br />Chief and Assistant City Manager positions; and questioned the day- <br />to-day workload of the department and current staffing levels. Coun- <br />cilmember Kough further noted the Community Development Direc- <br />tor's role on the PEA as Executive Director. <br />City Manager Malinen noted that the City and IRA were processing <br />down a path to have the Community Development Director serve as <br />Executive Director for the EIZA; however, noted that this had yet to <br />be finalized. <br />Councilmember Kough opined that "$50,000 was a lot of money for a <br />short-term Sltuatlon;" and observed that staff was competent enough <br />and had gotten along in the past. <br />City Manager Malinen noted that while staff was more than capable to <br />"carry on," there were unintended consequences and impacts to work- <br />loads and programs; and his goal was to ease up staff workloads to al- <br />low them time to adequately serve the needs of the community and <br />City Council and pursue other disciplines for the long-term health and <br />viability of the community. <br />
