1Zegular City C®une~l 1Vleeting <br />1V~®nday, July 23, 2007 <br />Page 36 <br />Mayor Klausing suggested that comments be kept to the action before <br />the Council tonight, rather than past events. <br />Car®, Stel agen, 96 idgew®® ®ad <br />Ms. Stellwagen commented on the proposed mitigation of noise due <br />to traffic on Snelling Avenue, noting that her backyard abutted Snel- <br />ling, and the noise level continued to increase significantly from in- <br />creased traffic. <br />Ms. Stellwagen suggested two alternative options for the College to <br />consider: <br />1) Reducing traffic level speeds on Snelling Avenue to 3 5 mph, opin- <br />ing that this would alleviate many problems related to speed, noise, <br />and dissuade use of Snelling Avenue by commuters attempting to <br />avoid more heavily-traveled roadways or freeways. <br />2) That the College considers installing a sound barrier, even while <br />recognizing the expense of doing so. <br />Ms. Stellwagen requested that the College and City work together to <br />alleviate noise pollution on Snelling. <br />Councilmember Kough noted that he had asked that the College con- <br />sider an access on the north end of the campus; however, was told that <br />the City of Arden Hills had refused to consider such a proposal. <br />Ms. Stellwagen opined that an access on the north would create even <br />heavier traffic intrusions by creating an "island." <br />er isc e, 3100 idgew®®d ®a <br />Mr. Mischke noted that he'd been neighbors of the College for .over <br />50 years; and opined that the College had been a good neighbor. Mr. <br />Mischke noted his service on the Board of Trustees for the University <br />of St. Thomas, giving him a perspective from the College's point of <br />view as well as a resident and neighbor. Mr. Mischke opined and ob- <br />served that the college's expansion plans had been delayed, amended, <br />and because of their persistence and willingness to compromise, they <br />were attempting to be responsive to neighborhood issues. <br />
