egular City C®uncil eating <br />1VI®nday, July 23, 2007 <br />Page 35 <br />Mr. Callaghan questioned mitigation affects on traffic, and what the <br />college was proposing for realistic and affordable mitigation: at the in- <br />tersections at Lydia and Snelling as well as Fairview and Lydia. Mr. <br />Callaghan opined his concern about adding any additional lanes on <br />Lydia and potential impacts to the residential area, including access <br />points, and lights shining into residences along Lydia. Mr. Callaghan <br />further opined that the intersection at Lydia and Snelling was already <br />dangerous, and that eth City Engineer needed to provide a workable <br />plan for public information. <br />Mr. Callaghan noted that the Metropolitan Council had noted designa- <br />tion of five small water bodies on the campus, and whether those na- <br />tive areas were available for water retention purposes; and opined that <br />this question had not been adequately answered. Mr. Callaghan noted <br />that water quality study data was available over the last six years for <br />Lake Johanna, but he had not seen evidence that the study data had <br />been accessed and/or made part of the review and comments. <br />Mr. Callaghan provided photos of erosion on the campus from a pre- <br />vious construction project along the interior road and Lake Johanna; <br />alleged that there were at least five current erosion sites on campus <br />and along the lake; and expressed concern that similar problems <br />would occur and not be addressed during future construction projects. <br />Mr. Callaghan expressed his strong concern about potential environ- <br />mental impacts of the expansion of the College without careful over- <br />sight. <br />err°y eiy, 3 Ii'ai iew <br />Mr. Beilby advised that he often and extensively walked the campus <br />and area where the alleged erosion and gullies were located, and <br />opined that he was not aware of them. Mr. Beilby acknowledged that <br />there was .one in approximately 1992 during construction of the li- <br />brary and changes to the roadway; but that he had observed that the <br />college had taken immediate action to install erosion barriers to alle- <br />viate problems; and that the site had been repaired, and that from his <br />observations, none of the erosion had entered the lake. Mr. Beilby <br />opined that there were areas where natural succession had occurred; <br />but further opined that the extent of erosion was overstated. <br />
