Mr. <br />Lindgren provided responses as outlined in specific areas of the EAW, <br />and pointed out those responses for public information. Mr. Paschke <br />noted that the majority of the items would be part of the PLTL7 condi- <br />tions and drafted in a PUD Agreement to provide monitoring and ac- <br />countability. <br />City Attorney Anderson concurred with Mr. Paschke that generally, <br />the items addressed are conditions of the PUD Agreement. Mr. <br />Anderson noted that the phrase "significant environmental affects" <br />was not defined under the rules, Section 4410.0200, which dealt with <br />land and physical characteristics. <br />Responses were related to discharge issues; payment in lieu of taxes <br />unrelated to tonight's EAW discussion; percentage of forest lands and <br />government agency interpretation and/or calculation of coverage is- <br />sues, specifically related to the ball field and field house; coverage <br />along Lydia Avenue and loss of trees, landscaping and ber- <br />ming/screening issues identified and conditioned in the PUD to be re- <br />viewed by the Planning Commission, and more akin to Site Plan ap- <br />proval. Mr. Lindgren advised that the Site Plan continued to change <br />as environmental and neighborhood concerns were addressed, creating <br />additional revisions and was common for land use approval during the <br />course of the process. Mr. Lindgren noted that this also accounted for <br />relocation of some of the proposed buildings. <br />r. T® s®n, T A C®nsutants <br />Mr. Thompson, representing the College, discussed the trees along <br />Lydia, advising that it was anticipated that there would be tree re- <br />moval, but not in the creek area to the west of the proposed ball field. <br />Councilmember Pust questioned how the College would address po- <br />tential safety issues along Lydia. <br />Mr. Thompson advised that this would need to be discussed and de- <br />sign elements incorporated to sufficiently berm and protect that area, <br />along with possible orientation of buildings and the ball field itself. <br />
