F I F 'I' <br />V O~LTNCL 'I" E SEVILLE <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was held on the 23rd day of July 2007, at 6:00 p.m. <br />The following members were present: Pust, Rae, Ihlan, bough and Mayor Klausing <br />and the following were absent: None <br />Council Member Pust introduced the following resolution and moved its adoption: <br />I . 1 5 <br />SOLUTION ESTABLISHING FINDINGS OF FACT, C NCLUSIONS OF LA D <br />ORDER ISSUING A NEGATIVE DECLARATION F RAN ENVIRONMENTAL <br />IMPACT STATEMENT ON THE DEVELOPMENT I~:NOV'VN AS THE <br />NORTHWESTERN COLLEGE MASTER PLAN <br />FINDINGS OF FACT <br />Based on the Environmental Assessment Worksheet ("EAW"}, comments, information received. <br />during the comment period, and other information in the record of the City of Roseville (the <br />"City"), the City hereby makes the following Findings of Fact, Conclusion of Law, and Order: <br />PROCEDURAL HISTORY OF <br />ENVIRONMENTAL REVIEW OF THE NORTHWEST COLLEGE MASTER PLAN <br />1. Northwestern College {the "College") submitted the EAW on May 1 1, 2007. <br />2. The required State review period began on May 21, 2007, when the completed EAW was <br />published by the Environmental Quality Board ("EQB") in the EQB Monitor. <br />3. Copies of the EAW were distributed and made available to interested persons for <br />comment. <br />4. Written public comments were received between May 21, 2007, and June 20, 2007. <br />5. The City held a public meeting on July 23, 2007 to solicit comments from local parties of <br />interest. The meeting date was published in Roseville Review. <br />6. After receiving public input, the City reviewed the EAW document, item by item, to <br />decide whether an Environmental Impact Statement (EIS) was needed. <br />
