The City responded to written public comments in a document titled: "Response to <br />Comments Received Regarding the EAW Document for the Northwestern College <br />Master Plan." <br />. The City reviewed and discussed the EAW and public corrients at its meeting on July <br />23, 2007. In accordance with Minnesota Rules, part 4410.1700, the City determined the <br />proposed project did not have the potential for significant environmental effects and <br />found an EIS is not required based upon the following Findings of Fact: <br />C TE A FOR DETE ING THE P ENT F <br />SIGNIFICANT EN RNMENTAL EFFECTS <br />9. Under Minn. R. 4410.1700 (2003), the City must order an EIS for projects that have the <br />potential for significant environmental effects. In deciding whether a project has the <br />potential for significant environmental effects, the City must compare the impacts that the <br />evidence demonstrates may reasonably be expected to occur from the project with the <br />criteria set forth in Minn. R. 4410.1700, subp. 7 (2003}. These criteria are: <br />A. the type, extent, and reversibility of environmental effects; <br />B. cumulative potential effects of related or anticipated future projects; <br />C. the extent to which the environmental effects are subject to mitigation by ongoing <br />public regulatory authority; and <br />D. the extent to which environmental effects can be anticipated and controlled as a <br />result of other available environmental studies undertaken by public agencies or <br />the project proposer, including other EISs. <br />CITY FINDINGS WITH RESPECT TO EACH OF THESE CRITERIA <br />INCLUDE THE FOLLOWING: <br />Type, Extent, and Reversibility of Environmental Effects <br />10. Current underlying and overlay zoning classifications applicable to the project area in <br />both the City of Roseville and the City of Arden Hills permit and support the College <br />expansion. The project also comports with and will not require modifications to the <br />Roseville Comprehensive Plan or the Arden Hills Comprehensive Plan. The project will <br />not alter the land uses of the project site, but will increase the intensity of land use when <br />the College's Master Plan is undertaken. No evidence produced during the EAW <br />process, however, supports a conclusion that the increased intensity of land uses in the <br />project itself would create the potential for significant environmental effects. <br />-2- <br />
