Minutes of 8/27/07 <br />Regular City Council Meeting <br />Page 10 <br />City Code of a cul-de-sac, Sections 1101.02 and 1103.02a, specifi- <br />cally related to rights-of--way. <br />Mr. Boryczka concluded his comments by asking that he hoped, as <br />elected officials, the City Council would make the right decision and <br />deny this Final plat as presented. <br />Steven W. Thatcher, P.E., Thatcher Engineering, Inc. <br />Mr. Thatcher provided a bench handout consisting of a letter dated <br />August 24, 2007 to Mr. Gary Boryczka. <br />Mr. Thatcher advised that Mr. Boryczka had requested his firm to re- <br />view the proposed biofiltration trench plan provided by the applicant <br />in order to determine its compliance with Roseville City Code re- <br />quirements and Minnesota Pollution Control Agency (MPCA) Best <br />Management Practices. <br />Mr. Thatcher detailed several observations related to biofiltration <br />standards not currently addressed by City Code; and soil boring con- <br />siderations at the site of the biofiltration basins. Mr. Thatcher refer- <br />enced several sections of City Code: Section 1102.07b, Subdivision <br />Regulations, and Section 1016.23, Shoreland, Wetland and Storm Wa- <br />ter Management. <br />Mr. Thatcher addressed soil borings and site information; the need to <br />comply with MPCA standards; and within .his letter, provided eight <br />(8) areas where he opined that "the Plan may fall short of the MPCA <br />standards." <br />Councilmember Ihlan opined that the application did not meet State <br />Statute and City Code requirements in Section 462.358, Subd. 3.b, <br />which she proceeded to read through. Councilmember Ihlan further <br />opined that Mr. Boryczka raised sufficient points where there may be <br />inconsistencies with the plan and City Code that would support not <br />approving the Final Plat as presented at this time, triggering the need <br />for resubmission by the applicant due to land use deadlines. Coun- <br />cilmember Ihlan expressed personal concern that to-date there had <br />been no submission of a landscaping survey or tree preservation plan <br />
