Minutes of 8/27/07 <br />Regular City Council Meeting <br />Page 28 <br />Councilmember Ihlan opined that, if the City Council was serious <br />about community planning, she'd be very interested in having staff <br />provide additional input on their community planning recommenda- <br />tions; still expressing her support for a moratorium to allow for envi- <br />ronmental planning. <br />While Councilmember Ihlan expressed interest in continuing discus- <br />sion, there was no apparent or clear staff directive provided for further <br />consideration. <br />d. AUAR -Consider Approving 20-day Review Distribution <br />Economic Development Associate Jamie Radel presented staff's final <br />AUAR Update document for Council review and consideration. Ms. <br />Radel noted the inclusion of City Attorney Jay Squires' letter dated <br />August 24, 2007 to City Manager Malinen, addressing ongoing asser- <br />tions related to interpretation of the City Council's intended action on <br />June 26, 2001, related to the AUAR Update and Comprehensive Plan. <br />Ms. Radel noted that one addition by staff to the previous draft, fol- <br />lowing Council discussion and public input from previous meetings, <br />provided a footnote to recognize and analyze negative retail level ex- <br />ternalities (tables on pages 18 and 19, and the footnote on page 18). <br />Public Comment <br />Al Sands, 2612 Aldine <br />Mr. Sands provided a bench handout entitled, "I. Proposed Twin <br />Lakes AUAR "Update" is Inconsistent with the Existing Twin Lakes <br />Master Plan;" and "II. Policy Issues related to the PUDB-6 Compre- <br />hensive Plan Designation." <br />Mr. Sands referenced the City Attorney letter dated August 24, 2007 <br />to City Manager Malinen, and reiterated his interpretation of previous <br />Council action on June 26, 2001 related to the AUAR Update and <br />Comprehensive Plan. <br />Discussion among Councilmembers and Mr. Sands included the ac- <br />tual Twin Lakes Master Plan submitted to and accepted by the Metro- <br />politan Council and resolution adopted by the City Council at that <br />time, and the packet currently on the City's website; and perceived <br />human error in referencing the maps. <br />
