Minutes of 8/27/07 <br />Regular City Council Meeting <br />Page 27 <br />Discussion included the role of potential developers in a community <br />planning process; community-based planning completed to provide <br />guidelines for developers, with environmental studies in place, fol- <br />lowed by an open call for developers; community-based planning <br />based on ideals rather than economic realities and marketplace tests; <br />and higher waged jobs from quality business offices in the area. <br />Councilmember Roe reviewed the specifics identified in the court de- <br />cision and the existing Comprehensive Plan and 2000 Master Plan as <br />part of the Comprehensive Plan, allowing for a guideline for develop- <br />ers, based on the business park zoning designation and mixed use B-6 <br />zone. Councilmember Roe opined that he'd look for public input to <br />refine those general guidelines within that available framework; and <br />noted that community-based planning had been part of the stakeholder <br />process already completed. Councilmember Roe cautioned commu- <br />nity-based planning, using the former Apache Plaza development site, <br />and lengthy time required for any developer interest in the property <br />due to unrealistic ideals and market realities, at which time the plan <br />had to be modified to make it marketable. Councilmember Roe <br />opined that the current zoning potential and Comprehensive Plan al- <br />lowed for flexibility in the mixed uses; and further opined that while <br />he may be willing to support a 2-3 month moratorium, he questioned <br />whether the marketplace should be forced to wait. <br />Councilmember Pust reiterated her support for community planning; <br />and challenged individual Councilmembers to do that planning and to <br />seek that public input. However, Councilmember Pust opined that, if <br />the City Council had learned anything over the last five (5) years, the <br />community was adamant about protecting Langton Lake, and did not <br />support big box retail. <br />Mayor Klausing expressed support for staff returning with a more fo- <br />cused proposal for acommunity-planning process; and also expressed <br />support fro Councilmember Ihlan more specifically addressing how <br />the City could be involved in assembling a package since they were <br />not a property owner. <br />
