Councilmember-Initiated Items for Future Meetings <br />a. Councilmember Ihlan expressed grave concern that there had yet <br />again been no discussion on the proposed budget and the next meeting <br />on September 10, 2007, would require action on anot-to-exceed pre- <br />liminary tax levy. Councilmember Ihlan opined that the City Council <br />needed to clear the entire agenda on September 10th to deal with only <br />the 2008 budget and expressed frustration that there had not been <br />more substantive discussion on the budget to this point. Council- <br />member Ihlan further opined that the City needed to control their <br />meeting agenda and needed to postpone Northwestern College discus- <br />sion for a future meeting. <br />Discussion included limiting discussion and repetition on land use is- <br />sues; and public notification of agenda items in advance, and ultimate <br />removal. <br />Ihlan moved that the only substantive item for the September 10, 2007 <br />regular Council agenda be the 2008 Budget and Preliminary Levy. <br />Councilmember Kough suggested that the Budget discussion be the <br />first item of business. <br />Councilmember Roe suggested that the September 10, 2007 meeting <br />allocate 1-1/2 hours to discuss the Northwestern College PUD <br />Amendment, and 1-1/2 hours for the 2008 Budget and Preliminary <br />Levy as a tentative agenda. <br />City Attorney Anderson clarified that the City Council was not legally <br />required to deal with the Northwestern College PUD at their next <br />meeting. <br />Councilmember Ihlan opined that there were many substantive rea- <br />sons to continue or extend the Northwestern College PUD, which she <br />would have addressed tonight if the item had not been removed from <br />the agenda. <br />
