Reappointments -Housing and Redevelopment Authority Reap- pointments Roe moved, Pust seconded, approval of the Mayor's reappointment of William Majerus and reappointment of Dean Maschka to serve re- spective five (5) year terms on the Housing and Redevelopment Au- thority beginning September 24, 2007 to September 23, 2012. Councilmember Ihlan referenced Mr. Maschka's comments at the August 20, 2007 City Council Study Session that the Council consider disbanding the HRA if not planning to effectively use them. Coun- cilmember Ihlan spoke in support of such disbanding, opining that she was concerned that they were an unelected body with levy authority; and further opined that it was not good public policy to not seek inter- est in serving from other members of the community prior to reap- pointment of commissioners. Councilmember Kough opined that he had only one objection related to how the HRA spent some funds not specifically related to housing needs, by hiring consultants. Councilmember Kough noted that he supported an open appointment process; he noted that the Mayor was exercising his privilege for appointing existing members and ques- tioned if Mayor Klausing has sought interest from other interested citizens. Mayor Klausing advised that he was attempting to follow the process adopted unanimously at a previous meeting by the City Council with both Mr. Majerus and Mr. Maschka expressing a willingness to con- tinue serving on the HRA. Roll Call Ayes: Pust; Kough; Roe; and Klausing. Nays: Ihlan. Motion carried. Due to time constraints, the following item was not discussed. g. Discussion -Council Discussion on the City Manager's Recom- mended Budget At 10:03 p.m., HIausing moved, Roe seconded, extending the curfew time to complete discussion of this item only.
