Regular City Council Meeting <br />Monday, August 13, 2007 <br />Page 24 <br />Public Comment <br />Al Sands, 2612 Aldine <br />Mr. Sands opined his concern that the 2008 budget was not further <br />along, allowing for public comment already, pursuant to comments in <br />the most recent City newsletter. Mr. Sands challenged comments in <br />Mr. Miller's August 13, 2007 memo regarding asset replacement <br />funding, asserting that it should be done through debt obligation, not <br />reserves. Mr. Sands provided, as a bench handout, personal com- <br />ments on Mr. Miller's most recent budget memorandum. The hand- <br />outs were entitled, "City of Roseville Full-Time Equivalent City Gov- <br />ernment Employees by Function Last Ten Fiscal Years;" and "Minne- <br />sota State Auditor's Office City Financial Data Search." Mr. Sands <br />opined that new Councilmembers were only "fed" information by <br />staff without their independent review; questioned why new employ- <br />ees were continually being added to the payroll; questioned the need <br />to continue an annual $2 million funding requirement to the City's <br />Pavement Management Plan (PMP); and provided his interpretation of <br />per capita comparisons between the City of Roseville and the City of <br />Shoreview. Mr. Sands questioned why the proposed "budgeting for <br />outcomes" process was not being initiated this year, as previously dis- <br />cussed. <br />d. Update -Update on Twin Lakes AUAR Authorization of Docu- <br />ment Distribution for 30-day Public Comment Period <br />City of Roseville Economic Development Associate Ms. Jamie Radel, <br />and Bill Carlson, Bonestroo Consultants, were present to address <br />Council questions or to provide additional information as requested. <br />Ms. Radel briefly reviewed the requested Council action, for adoption <br />of a resolution, determining that the Twin Lakes Business Park Alter- <br />native Urban Areawide Review (AUAR) Update was complete and <br />accurate, and authorizing distribution to the commenting agencies for <br />a 30-day public comment and agency review period. Mr. Radel noted <br />that the City Council had scheduled their August 20, 2007 City Coun- <br />cil Study Session to receive public comment on the AUAR Update. <br />Councilmember Ihlan opined her preference to hear public comment <br />tonight. <br />Public Comment <br />
