Discussion -Discuss Payment in Lieu of Taxes from Northwest- ern College Mayor Klausing reminded City Attorney Anderson of his request for additional information related to legal ramifications in tying PILOTS to land use approvals and legal liability for non-profit issues. Councilmember Ihlan clarified her intent that this be used as an op- portunity to negotiate, and not made a condition of land use approval, but be considered as a policy objective. Staff was requested to .in- clude this item on the next agenda. h. Discussion -Discuss Process for Performance Evaluation of the City Manager Mayor Klausing expressed his preference to have Human Resources Director Eldona Bacon present; with the potential to set up a City Council subgroup to work on this item, rather than having staff being asked to govern their supervisor. Councilmember Pust encouraged a review by Councilmembers of the City Manager's contract, noting pertinent provisions included in the document regarding evaluations. Staff was requested to include this item on the next agenda. Councilmember Kough expressed frustration that he had never seen the City Manager contract; and questioned why the City Manager was not in attendance again at tonight's meeting, without the City Council being given prior knowledge of his inability to attend. Mayor Klausing noted recent family deaths precluding City Manager Malinen from attending; and personally apologizing to Councilmem- ber Kough for not providing notice to him in advance of tonight's meeting. 10. Councilmember-Initiated Items for Future Meetings a. Councilmember Ihlan requested that a signed copy of the settlement agreement between the City and Twin Lakes LLC be put into the Council packet and made public.
