Planning Commission Meeting <br />Minutes – Wednesday, July 11, 2007 <br />Page 7 <br /> <br />B-1-B (Limited Retail District) to B-2 (Retail Business District), based on the <br />comments of Section 5 of the project report dated July 11, 2007. <br />Commissioner Boerigter reiterated his concerns about the need to rezone at this time; <br />not understanding the rationale for the presumed differences and why they existed. <br />Mr. Boerigter recognized staff’s point on the history of a parcel; however, presumed <br />that when the City zoned a particular property in a particular way, there was rationale <br />in that decision <br />Commissioner Doherty concurred with Commissioner Boerigter’s rationale and <br />expressed his personal preference similar to that; however questioned the <br />Commission’s ability to tie rezoning to a specific Site Plan. Commissioner Doherty <br />supported looking at the process in the future to clarify and streamline the rezoning <br />process. Commissioner Boerigter opined that the Commission was not obligated to <br />rezone the property at this time. <br />Further discussion ensued regarding the number of uses that would be allowed in <br />addition to a specialty grocery store. <br />Commissioner Gasongo clarified the requested action and future rezoning process <br />considerations to provide more clear distinctions and avoid overlaps in zoning <br />districts. Commissioner Gasongo spoke in support of moving forward with this <br />application, and look in the future at a possible text revision. <br />Mr. Stark clarified that this rezoning request was in compliance with the <br />Comprehensive Plan, unlike a single-family residential to multi-family residential <br />rezoning would be; and noted that the City’s commercial zones were not clear, and <br />thus created this level of discussion. <br />Chair Bakeman noted that redevelopment of this site would reduce this blighted area. <br />Commissioner Martinson opined that the City may need to be more flexible in their <br />zoning, noting that this vacant restaurant property as well as one further south in the <br />immediate vicinity, may no longer be able to support two restaurant uses and <br />encourage other commercial endeavors. <br />Ayes: 5 <br />Nays: 1 (Boerigter) <br />Motion carried. <br />Chair Bakeman noted that the case would be heard at the City Council meeting <br />scheduled for Monday, July 23, 2007. <br />f. PROJECT FILE 0004 (formerly Planning File 3692) <br />Continuation of the Roseville Comprehensive Plan Update Process – Review of <br />technical update schedule with various City Commissions <br />Chair Bakeman opened the Public Hearing for Planning File 3692. <br />Economic Development Associate Jamie Radel and Community Development <br />Director John Stark reviewed the role of the Planning Commission and City Council in <br />preparation of the Comprehensive Plan and consultant selection process. <br />Ms. Radel provided an updated timeline; outlined the Request for Proposals process <br />to-date; pending deadlines, both internal and external with the Metropolitan Council; <br />and clarified staff comments in the project report dated July 11, 2007, Section 3.1, to <br />include the Housing and Redevelopment Authority (HRA) in the proposed selection <br />committee. <br />Discussion included activities to be undertaken; public involvement in the process and <br />allowing adequate time for that involvement; staff’s interpretation of the City Council’s <br /> <br />
