Planning Commission Meeting
Minutes – Wednesday, August 01, 2007
Page 2

encouraged as much feedback as possible from commissions, as well as the public.
Councilmember Roe advised that the City Council would be discussion input at their
September City Council Study Session.
Vice Chair Doherty, noting the land use case workload and Comprehensive Plan Update
suggested, and commissioners discussed, holding a Special Planning Commission meeting in
August to allow adequate time for discussion and formulating consensus recommendations to
the City Council prior to their September Study Session. Vice Chair Doherty advised that
Chair Mary Bakeman was aware of the need to review these materials and was supportive of
a special meeting to allow sufficient consideration of materials.
Staff advised that a Special meeting for this topic did not require legal Public Hearing
notifications; however, noted that it was an open meeting, and suggested that commissioners
allow themselves two (2) weeks to review the materials, which would allow staff sufficient time
to notice the public of the Special Meeting.
Additional discussion included a memorandum provided in the packet materials from City
Manager Malinen regarding the review and comment process time frame.
After further discussion, it was commission consensus to schedule a Special Planning
Commission meeting for Wednesday, August 15, 2007 at 6:30 p.m. Vice Chair Doherty asked
that individual commissioners e-mail staff of their schedules to ensure a quorum, and to
include other commissioners on their e-mails. Vice Chair Doherty noted that, if needed after
that special meeting, a smaller group of commissioners could form a sub-committee to refine
group comments and bring them back to the September 5, 2007 Planning Commission
meeting for finalization before their presentation to the City Council.
Councilmember Roe expressed his personal and the City Council’s collective appreciation to
the Planning Commission for their indulgence in volunteering additional time in scheduling a
special meeting. In an effort to conserve time, Councilmember Roe advised that the Planning
Commission could concentrate on only those items germane to the Planning Commission,
rather than the entire document, unless they chose to do so.
Commissioner Martinson suggested commissioners could make comments via e-mail prior to
the meeting to facilitate discussion.
MOTION
Member Gottfried moved, seconded by Member Wozniak, to approve scheduling a
Special meeting of the Planning Commission on Wednesday, August 15, 2007, for the
purpose of reviewing and providing individual and corporate comment on the
Imagine
goals and strategies to the City Council; and requested staff to provide
Roseville 2025
published notice of the Special meeting for public information purposes.
*NOTE: Amendment to this motion later in the meeting.
Ayes: 5
Nays: 0
Motion carried.
b.
