Special Planning Commission Meeting <br />Minutes – Wednesday, August 15, 2007 <br />Page 7 <br /> <br />Discussion included the proposed steering committee make up, tasks to be <br />completed, proposed kick off meeting scheduled for September 19, 2007, and <br />additional meeting frequencies; staff creation of a promotional video-tape to <br />encourage public participation in the Comprehensive Plan Update process; assistance <br />to be provided by the chosen consultant to avoid duplication; and time commitment of <br />staff and the Planning Commission. <br /> <br />Additional discussion included anticipated Council budget allotment for the process <br />and range of proposals, anticipated by Mr. Darrow to be within the $130,000 - <br />$150,000 range yet to be negotiated; various elements of the update and staff’s ability <br />to complete some sections; whether a Council consensus was possible to achieve to <br />get the update actively in process; desire for substantial public participation in the <br />process, and ways to achieve that participation; and the unique and different ways <br />each firm presented to solicit public comment. <br /> <br />The Commission asked that staff outline costs for each firm and their proposed scope <br />of work within the materials to be provided to the Planning Commission and City <br />Council at their joint meeting. <br /> <br />e. Next Steps and Wrap Up <br />Discussion included staff-initiated work on the update immediately; objectives and <br />preferred broad-based composition of the steering committee with Planning <br />Commission and community-at-large representatives; partnership of the steering <br />committee with the community to ensure the community’s ownership of the <br />Comprehensive Plan Update; and proposed involvement of 2-3 Planning <br />Commissioners to serve on the steering committee. <br /> <br />Commissioner Doherty encouraged Commissioners to give thorough thought to <br />participation in the steering committee; and expressed interest in serving on it, if other <br />commissioners were unable to a lot sufficient time to attend the myriad meetings <br />anticipated over the next year, in addition to regular monthly Variance Board and/or <br />Planning Commission meetings. <br /> <br />Chair Bakeman expressed her interest in the steering committee as well, under similar <br />auspices as Commissioner Doherty; noting the need for attendance at the public open <br />houses and other events to encourage public participation. <br /> <br />Commissioner Gottfried expressed interest in serving on the steering committee; <br />however, noted complications from work at the current time following the additional <br />workload created following the I-35W bridge collapse. <br /> <br />5. Adjournment <br />Chair Bakeman adjourned the meeting at approximately 8:35 p.m. <br />
