City Council Study Session
Monday, September 17, 2007
Page 15
with potential tenants for the former theater space; and his need to en-
sure that sight lines were not affected. Mr. Hart expressed interest in
continuing to work with staff on alternatives on the west side of Snel-
ling; and possible traffic configurations on Skillman Avenue that
would negate the need to move the Har Mar driveway.
Additional discussion included neighborhood traffic impacts to Skill-
man Avenue residents and potential opening of another access point to
Har Mar from Fairview; staff's need for further review of impacts and
options; bus stop pedestrian traffic impacts and location of bus stops if
the intersections are realigned; and parking capacity at Har Mar.
Mr. Swanson noted the enthusiasm of the new mall owners and their
momentum in marketing space; and expressed his concern that this
proposal was deflating that momentum.
Councilmember Pust encouraged Mr. Swanson to serve as a bridge
with the new ownership; and noted the City's historical relationship
with previous mall ownership in finding a solution to get the Cub
Foods space operational on the site.
Ms. Bloom encouraged the public to provide additional input to staff,
and included contacts for staff: 651/792-7042;
Deb.bloom(a~ci.roseville.mn.us; and reminded all of the public infor-
mation meeting scheduled on September 27, 2007 to discuss the pro-
posed realignment specific to MnDOT improvements; and potential
for a Public Hearing on the PUD Amendment for Har Mar at the Oc-
tober 3, 2007 Planning Commission, pending completion of staff's re-
view of the application.
By consensus, staff was requested to continue working with Har Mar
and MnDOT representatives to find a viable option for all parties; not-
ing the need to address existing safety and traffic congestion issues;
sensitivity to Har Mar's concerns, and their past history as a good cor-
porate citizen; and recognizing benefits to current and potential les-
sees with proposed improvements through easier access and increased
traffic into the site.
Recess
