City Council Study Session
Monday, September 17, 2007
Page 20
staff be more cooperative in advising Councilmembers when their
specific initiatives were going to be on an agenda, in case the item in-
volved people coming in for a presentation or for public comment.
Councilmember Roe expressed appreciation for staff providing pre-
view information on upcoming agendas; however, he opined that con-
versations between staff and Councilmembers, similar to that held at
the September 10th meeting providing more detail on upcoming agen-
das, had been very helpful for him. Councilmembers concurred that
this should be an ongoing process and part of concluding each meet-
ing, allowing for adjustments of which staff may not have been aware.
Mayor Klausing asked that language in Rule 4 related to Council-
requested items and their location on agendas be clarified to make the
rule consistent with the practice.
Additional discussion included Study Sessions versus regular business
meetings.
Councilmember Pust questioned the purpose in Study Sessions being
held at the table rather than with the Council seated at the dais, opin-
ing that while it may be perceived as more collegial, it didn't change
the dynamic of how the Council worked together. Councilmember
Pust supported holding all meetings with Councilmembers seated at
the dais in order to accommodate video and audio amenities for the
public.
Mayor Klausing concurred, opining that there was a lack of space for
Study Sessions making table seating problematic in conducting the
meetings. Mayor Klausing further opined that while he appreciated
the concept of Study Sessions in theory, and mentioning the produc-
tivity of tonight's meeting, advised that he would like to see inclusion
of educational, informational, and reporting with more regularity.
Mayor Klausing questioned how the City Council could best focus
agendas on items that warrant and should involve public forum dis-
cussion.
