City Council Study Session <br />Monday, September 17, 2007 <br />Page 20 <br />staff be more cooperative in advising Councilmembers when their <br />specific initiatives were going to be on an agenda, in case the item in- <br />volved people coming in for a presentation or for public comment. <br />Councilmember Roe expressed appreciation for staff providing pre- <br />view information on upcoming agendas; however, he opined that con- <br />versations between staff and Councilmembers, similar to that held at <br />the September 10th meeting providing more detail on upcoming agen- <br />das, had been very helpful for him. Councilmembers concurred that <br />this should be an ongoing process and part of concluding each meet- <br />ing, allowing for adjustments of which staff may not have been aware. <br />Mayor Klausing asked that language in Rule 4 related to Council- <br />requested items and their location on agendas be clarified to make the <br />rule consistent with the practice. <br />Additional discussion included Study Sessions versus regular business <br />meetings. <br />Councilmember Pust questioned the purpose in Study Sessions being <br />held at the table rather than with the Council seated at the dais, opin- <br />ing that while it may be perceived as more collegial, it didn't change <br />the dynamic of how the Council worked together. Councilmember <br />Pust supported holding all meetings with Councilmembers seated at <br />the dais in order to accommodate video and audio amenities for the <br />public. <br />Mayor Klausing concurred, opining that there was a lack of space for <br />Study Sessions making table seating problematic in conducting the <br />meetings. Mayor Klausing further opined that while he appreciated <br />the concept of Study Sessions in theory, and mentioning the produc- <br />tivity of tonight's meeting, advised that he would like to see inclusion <br />of educational, informational, and reporting with more regularity. <br />Mayor Klausing questioned how the City Council could best focus <br />agendas on items that warrant and should involve public forum dis- <br />cussion. <br />
