City Council Study Session <br />Monday, September 17, 2007 <br />Page 19 <br />Discussion included how to minimize the total packet cost based on <br />which segments were proposed for significant rewrites (land use and <br />economic development); how to achieve and maintain a consensus of <br />Councilmembers; minimum statutory requirements; the consultant` s <br />preference that opposing viewpoints be involved from the beginning; <br />involvement of the City Council in the task force process from it's in- <br />ception; the in-depth analysis provisions of Phase I; and individual <br />Councilmember involvement in the process as policy makers. <br />Mr. Darrow advised that it was the intent of the consultant, in addition <br />to steering committee activities, to provide periodic updates to the <br />City Council of various conditions and scenarios to provide an open <br />check and balance process with the City Council. <br />Councilmember Ihlan suggested that the final deliverables, including <br />bound color copies in an amount to be determined for distribution, be <br />considered in-house, rather than as part of the consultant's work. <br />Mr. Darrow advised that staff was going to review the cost, and pro- <br />vide that information to Councilmembers, on both options. <br />f. Discuss City Council Rules of Procedures and Analysis of Busi- <br />ness and Study Session Meetings Presentation <br />Councilmember Roe had requested Council discussion of Council <br />Rules and Procedures, adopted on February 10, 2007; and whether <br />continuing Study Sessions was still desired or holding all business <br />meetings and an evaluation of how the City Council structured their <br />time and the number of meetings held per month. Councilmember <br />Roe sought further discussion on what became part of the public re- <br />cord and increased requests by residents for their documents to be part <br />of the minutes. <br />Councilmember Roe suggested that rule and procedure language be <br />clarified that live meetings and their rebroadcasts contain the entire <br />meeting. Councilmembers concurred that more explicit language <br />needed to be incorporated into the rules and procedures. <br />Councilmember Kough expressed frustration that when he added an <br />agenda item, he anticipated that it would be included; and asked that <br />
