City Council Study Session <br />Monday, September 17, 2007 <br />Page 22 <br />that City Manager Malinen alert Councilmember Kough to when the <br />item would come back before the Council for action. <br />Further discussion included bench handouts becoming part of the re- <br />cord. <br />Mayor Klausing expressed concern when bench handouts become part <br />of the record and being posted on the City's website when they may <br />contain criminal or bigoted information and whether the City wanted <br />to be identified with some materials or have better control of their <br />own records. <br />Councilmember Ihlan noted that people could provide the information <br />in packets prior to a meeting and opined that otherwise bench hand- <br />outs did become part of the record. <br />Councilmember Pust noted Rule 6.e related to public comment along <br />with staff and Councilmember comments needing to pertain to the <br />merits of an issue with personal attacks ruled out of order. Council- <br />member Pust opined that whether verbally stated or provided in writ- <br />ing the Council needed to be more aggressive in implementing their <br />own rules and procedures; and asked the public to refrain from per- <br />sonal attacks. <br />Additional discussion included distribution of draft minutes on the <br />website with City Manager Malinen clarifying. that they were not <br />posted on the website, other than in the online version of the Council <br />packet materials for Council approval, including all bench handouts <br />and attachments for Council consideration. <br />Councilmember Ihlan opined that if someone had a problem with an <br />attachment to the minutes that would be the vehicle for consideration. <br />Mayor Klausing opined that personal attacks went with the territory, <br />however, questioned posting material on the City website that <br />shouldn't be posted. <br />City Manager Malinen was requested to check on the distribution of <br />draft minutes and whether draft minutes should be included in the <br />
